Ulysses Klaw was a physicist working on a device that converted sound waves into physical matter, but needed a metal called Vibranium to complete it. He attacked Black Panther's village, as they had a supply of it, and decimated the tribe with his sound weaponry, but Black Panther turned his own weapon on him, shattering Klaw's hand.
Klaw sought revenge and made a sonic glove weapon that he replaced his hand. He attacked Black Panther again, and was defeated by the Panther and the Fantastic Four. Frustrated, he leaped into his own sound converter, and was transformed into a being made of living sound. With his new powers he could project and shape sound-waves and was virtually indestructible.
He has joined several villain organizations, including the Masters of Evil and the Frightful Four. He is one of three the archenemies of Black Panther, and his most recurring villain as the heavy since his killing of his father cause T’Challa to become the Black Panther in the first place.
In the Legacy of Chris Thorndyke, he is considered Black Panther's archenemy, other than Killmonger and he was aware of a wanted criminal of Remnant and considered him more of a Kingpin, and after his defeat by the current Black Panther, he got an upgrade to become a cyborg as a boost by the Mishima Zaibatsu under the project, which he named himself "Project: K.L.A.W.", which gives him some kind of armor that is red and purple.
And he is reprised by Mark Hamill in the English dub and Taketora in the Japanese dub.
