Commander Ulysses Feral is a character of the Swat Kats series, he is a friend to Some Cruz, the friend of the Swat Kats. He also serves Sonic and Cloud to protect Megakat City, along with the Reploids and humans and Kats from the those who serve the Syndicate of Apocalypse.
He is a member of the Council of Light along with the Enforcers, and he may dislike the Swat Kats, only slightly though much like how J. Jonah Jameson hates Spider-Man since both consider the heroes a menace.
He has a niece who is a member of the Enforcers, Felina Feral.
He is voiced by Clancy Brown as a tribute to Gary Owens in the English dub and Hochu Otsuka in the Japanese dub.
